Empowering Youth Through Aquatic Sports: Adapted Water Sports Camp Fosters Inclusion and EU Mobility Rights in Nessebar

NESSEBAR — From June 12 to June 20, 2022, the scenic Black Sea town of Nessebar played host to a transformative gathering dedicated to breaking down barriers in physical education and recreation. Young people with intellectual disabilities gathered at the VUSB Nessebar base for an intensive, highly adapted water sports camp designed not only to teach athletic disciplines, but to champion the broader ideals of social inclusion, European citizenship, and fundamental human rights.

The multi-day initiative was led by expert lecturers representing the four specialized sectors of the Water Sports Department at the National Sports Academy (NSA) “Vasil Levski.” Drawing upon their extensive academic and practical experience, the instructors tailored a dynamic curriculum that allowed participants to engage safely and enthusiastically with challenging aquatic environments. The core sporting disciplines featured throughout the camp included sailing, kayaking, and swimming—activities that demand coordination, resilience, and teamwork, while offering a profound sense of personal freedom and accomplishment.

This specialized camp served as a cornerstone for promoting the ongoing activities of the NSA in the specialized field of adapted water sports. By accommodating individuals with diverse types of disabilities and distinct special needs, the institution continues to pioneer inclusive athletic methodologies in the region. Participants were not merely learning how to navigate the waters of the Black Sea; they were experiencing firsthand the empowering atmosphere fostered by the Sport, Motivation, Inclusion, Leadership, Engagement (SMILE) project.

Bringing the #SMILE Initiative to Life on the Water

The SMILE project is an innovative collaborative effort designed to examine and strengthen the intersection between sport and social inclusion. Rather than approaching integration through traditional, theoretical frameworks, the initiative tackles the challenge from a unique perspective: ensuring meaningful international participation in athletic activities for individuals living with intellectual disabilities and mental health challenges.

Throughout the Nessebar camp, the spirit of SMILE resonated through every training session and shared meal. Organizers emphasized that the project actively contributes to the enhanced societal integration of people with intellectual disabilities, helping them recognize that European Union rights are, unequivocally, their rights as well.

A central pillar of this philosophy is the fundamental European right to free movement and residence. European Union treaties and commitments have long sought to guarantee that persons with disabilities enjoy the real, practical right to freedom of movement on an equal basis with others. This vital principle was brought from abstract policy into tangible reality during the camp and was further amplified by the subsequent international sporting event held under the SMILE banner in April 2023. That landmark event successfully provided participants with intellectual disabilities a profound, experiential sense of free movement and residency across borders, reinforcing their status as active, valued members of the European community.

Aligning with Erasmus+ Objectives and Broader Inclusion Frameworks

The SMILE project operates in complete alignment with the core horizontal objectives pursued by the Erasmus+ Programme, which co-funded the initiative. Erasmus+ places a paramount focus on ensuring inclusion and diversity across all fields of education, training, youth, and sport. The concept behind the Nessebar water sports camp stands as a vivid representation of this mission, successfully integrating a highly disadvantaged group into international, high-standard sports and educational activities.

By engaging directly with the water sports curriculum, the young participants did more than build physical stamina and coordination. They were also introduced to sophisticated, research-backed methodologies developed for the inclusion of disabled individuals in mainstream sports. Specifically, the camp integrated educational modules and insights derived from other prominent European initiatives, including the Train4Inclusive project and the SEEYou—South-East European Youth Para-Sport Exchange program. These frameworks provided both participants and instructors with valuable tools to foster long-term community integration, leadership, and peer-to-peer exchange across borders.

The combination of expert instruction from the NSA “Vasil Levski” faculty, the rigorous safety and adaptability of the water sports program, and the overarching human rights framework of the Erasmus+ initiatives transformed the Nessebar camp into a model for future inclusive recreation. As organizations across Europe continue to look for practical ways to implement the principles of the European Pillar of Social Rights and the UN Convention on the Rights of Persons with Disabilities, the outcomes achieved during those nine days in June 2022 demonstrate that inclusive sport remains one of the most powerful vehicles for personal empowerment and social transformation.
